Point the phone camera or any QR Code reader at the code. No app or internet connection is needed to read it.
The phone opens a call prompt or the dialer with your number already filled in, so nothing has to be typed.
The call only starts once the person taps the call button. Nothing is dialed without their approval.
Phones never place a call automatically from a scan. Asking for confirmation is built into iOS and Android and can't be turned off by the QR Code.
The phone number is written directly into the QR Code as a tel: link. There is no web address in between that could be redirected or updated, so the code will always call the number it was created with.
